During his career, Mr. Croy has served as design engineer, project manager, program coordinator, and principal-in-charge on hundreds of projects including roads and highways, water and wastewater facilities, and airports. Mr. Croy served as Executive Director of the State Road and Tollway Authority and Deputy Director of the Georgia Regional Transportation Authority. As the Director of the Cobb County Department of Transportation, Mr. Croy was responsible for maintaining 2,000 miles of Cobb County roads and 200 bridges, as well as many miles of sidewalks and trails. He helped start bus service in Cobb County in 1989, oversaw the state’s fourth-busiest airport, and was responsible for building major road projects including the West Cobb Loop and the Kennedy Interchange. In addition, he was responsible for all divisions of transportation in Cobb County, as well as the implementation of a $1.3 billion local sales tax program for roads including engineering design, environmental, right-of way acquisition and construction. While serving as Director of the Cobb County DOT from 1992 to 1999, Mr. Croy provided program management for the Cumberland CID and the Town Center CID. In this capacity, he programmed the funding, working with GDOT and ARC on Federal and State funds as well as local funding of the CID and Cobb SPLOST. Right of way for the Cumberland CID and Town Center CID was negotiated under his leadership and construction was bid and supervised under his direct management.
