WellStar Health System, Inc. (WellStar) was developing a Health Park on Roswell Road (SR 120) in East Cobb County and contracted with Croy Engineering to secure a desired median break and traffic signal for access and traffic flow to and from the new facility. Croy provided the following services:
- Satisfied GDOT guidelines that a median break providing full access was justified. Daily bi-directional and peak period turning movement traffic counts were collected to quantify existing conditions. Trips to and from the new facility were estimated and distributed to the adjacent street network, with and without the median break. The analysis showed that during the peak commuting periods the nearby intersections would function better if the median break was in place.
- Performed a traffic signal warrant analysis utilizing the same core data from the previous analysis. Because primary volume warrants had to be met over an 8-hour period, daily traffic accessing data from a similar facility had to be obtained and then calculations performed to apply entering and exiting rates to the East Cobb Health Park. The analysis, which indicated warrants were met, was reviewed and approved by Cobb DOT and GDOT and a traffic signal permit was issued.
- Designed the installation of the traffic signal equipment.
